Beat butter with an electric mixer on medium-high speed for 30 seconds. Add brown sugar and salt; blend until combined. Add milk and vanilla; stir in as much flour as possible with mixer. Stir in remaining flour with a wooden spoon; stir in half the nuts. Spread batter in a greased 13"x9" baking pan. Bake at 350 degrees for 20 to 25 minutes, until lightly golden around edges. Arrange chocolate bars on top of hot crust. Let stand for a few minutes, until chocolate is melted. Spread chocolate evenly over crust. Sprinkle with remaining nuts. Cool in pan on a wire rack; slice into bars. Makes 3 dozen.
